Where does the "Terror Alert" come from on the Fox News ticker?

Do they have some secret information coming from the government informing their "terror alert" level? Or do they just set it themselves? If it's official government information, why doesn't any other news station post the "terror alert" level? I tried to find out myself, and it led me to this page called "National Terror Alert" that looks like an official government page. But no, it's a Fox News page too.

Does anyone REALLY know where the terror alert level comes from? And have you EVER seen it below "elevated"? Seems it's always "high," "elevated," or "imminent danger" or whatever they say.
 
it comes from the dept. of homeland security and the fact that other news stations don't bother telling you, should tell you all you need to know about their agenda. maybe they're in the process of upgrading their software to man made catastrophe alert level, or overseas contingency operation alert level. whatever the reason, i'm willing to bet they'll know what level it is when it bites them in the butt.

The other news channels want to forget about 9/11. Have you noticed if they are running a 'man-made crisis' alert? They're not supposed to use the 'T' word anymore. Barry 'O said so.
