Where does the overflow hose go on a 94 toyota paseo?

The hose coming from the top the overflow reservoir i believe it is the overflow hose it is not attached to any where else. We have searched and can not figure out where it connects to. Please help, if i am making any sense.
 
It just empties out on the ground. It doesn't happen too often.
The primary reason for the hose is to keep the fluid from getting on the engine or in the compartment and doing damage.
