It's the NATO phonetic alphabet, the military isn't the only person's who uses it. If you don't know, we abbreviate ALOT of things and using this method clarifies what a person is saying, for example, if I was trying to spell my name and they couldn't understand, I'd say Mike, Alfa, Romeo, Tango, India, November which equals my last name, Martin.
