Where does a homeless person go if they want a psychological evaluation?

A man in Tampa is about to be kicked out of the house he was renting a room at. He has no job, no money, no insurance, no insurance. Where does someone in this position go for help? Where would he go if he wanted a diagnosis/evaluation for mental illness? Is there a state agency to call? Or would he need to have money to see a psychiatrist?
