Where do you get the soothe bell in Pokemon Soul Silver?

You can get the Soothe Bell at the National Park which is at Rt. 35 (north of Goldenrod). I don't remember if someone gives it to you or if it's an item on the ground though, search around and you'll find it.
 
Im trying to evolve my Togepi, i got its hair cut, it never fainted since it hatched. So im thinking a soothe bell would really help out.
