Where do you buy an iPhone and the prepaid sim card from?

Hey,
I've been trying to work out where to buy a prepaid iPhone 3gs 16gb ? I was told it was Apple from which you ordered the phone from and then you bought a Sim Card from your dealer? Is this correct? Please help me :)
