Where can I pull out money from my EBT?

I receive TANF benefits in Oregon and I was wondering where I can pull money out from my EBT card? I know I can buy things at the store with the card, but I need to pull out money to pay bills and I was wondering if you could pull it out at ATM's? Or if there is some designated place to pull money out with EBT? Also, does it have a fee for pulling it out if you can pull it out of an ATM? Thanks.
