Where can I find gym leader Fantina Pokémon Diamond?

I've already been to Hearthome city, she was in front of the Contest Hall but then she told me I have to get stronger. I went to the gym, and the guy next to the statues said she wasn't there! Where can I find her?
 
You don`t fight that gym yet. You have to go to velistone and fight maylene. Then go to pastoria and fight crasher wake. Them go back to hearthrome, go to the gym and then you can fight fantina.
