Where can I find a site to design my own T-shirt (with some conditions)?

There is one condition for the site I'm looking for.So, the site must have this kind of shirt to put my design on.No exceptions.

The design has to be on a ringer T-shirt with a BLACK background and GREY rings.

I have searched some sites and none of the popular ones offer this kind of shirt.
