Where can I find a PHP/SQL coder?

I want to create a text based- RPG, Business game.

It will be similar to games such as:
http://www.bootleggers.us/index.php
http://www.infamousgangsters.com/

I'm pretty sure it's PHP, and SQL Database coding.
I know friends who can do it for me (at a price of course)

But.. for variety, where can I primarily find very experienced/professional coders to do the job ?
 
Is the game already written and you just need a coder to put it on your website?
Or are you looking for a coder to make the game for you?
