Download GIMP at the link below. GIMP can do pretty much anything Photoshop can do but its free and open source.

You will be able to Edit your photos with GIMP.

I need to find a free downloadable software that will alow me to take my already downloaded pictures and make them different colors like black&white, sepia, etc. And possibly different sizes and be able to add other effects. If you know of a program please tell me! haha Thanks!
 
do you really need a software? a website can do the job.
