There are a ton of places to look for not only Civics, but many other cars and trucks too. Just to name a few; Craigslist.com, Ebay.com, KellyBlueBook.com, your local newspaper classifieds, Automart, Autotrader, etc.
Honda Civics are pretty common cars, so they aren't very hard to find. However, a 2003 is 6 years old, sort of new, so you might be hard-pressed to find one at your price range. If you do find one in that range, make sure it hasn't be abused and not taken care of, or wrecked. You may be better off looking for an older Civic in that price range.
