Other than IEEE (and assuming you do not want to pay for the papers), you will just have to try googling. You can find patents (or at least patent abstracts) online. You can sometimes find PhD theses online. Some foriegn research is available free. You can also try the old fashioned way, go to a college library, find the conference proceedings and technical magazines in hard copy, and photocopy the pages. You end up spending a lot of time and some money so, if you are in a real hurry, paying for papers from an organization like IEEE is your best bet.
