Where can I complain about the train schedule? Local Government Office or something?

I live in Norman, OK. And 80% of the trains are long. More than 5 minutes (yes, it is long!) mostly at rush hours (8:00am & 5:00pm) being stoped doesn't bother me that much, what irritates me is the fact that it is at pick times and a lot of times the train doesn't seem to be going as fast as other times. But my major concer is that in a week I've seen an ambulance getting suck by the train twice. Will trying to address this issue get anything done? At least get the train to have a constant schedule?
 
The only way you can get action is if they are blocking the crossing (stopped)more than 10 minutes.By law over 10 minutes we are supposed to cut the crossing so traffic can get through.Other than that i don't think there's much you can do.Freight trains don't have a set schedule.They run them when they show up.
