Unfortunately, AT&T says that the phone is no longer available. I'd check out eBay, or somewhere with personal auctions to see if you can find the phone.
As for the $30/month charge, it's because it's a smartphone. Any and all smartphone's on AT&T, Sprint, Verizon, T-Mobile, mostly all carriers, will require this. It's to pay for internet data on the phone.
