just look in the yellowpages for all petshops and ask around or call some spas that have them and see where they got them, I dont know if you'll have much luck, you may as well just go to a spa to use them, I know here in VA they're popular (according to wikipedia this is where the trend started in the US) but theres only 1 petstore to buy them but they dont have a high demand because they cant sell to buisnesses so people are only buying them every once in a while but yea go to yellowpages.com or google maps and type in "pet stores <zip code>" and do a search for all of them in a big radius around you. As far as cost I think they're like $12 a piece at the petstore here, then again it may be $2 a piece, I forget but you need to buy like 50 of them, literally
