where are the spark plugs on a 2003 Ford Crown Victoria Police interceptor?

My mechanic cannot find where the spark plugs go. He looked all over and can't find them. Does the car not have any because it is an ex-police car? If not then what all do I need for a tune up??

PLEASE HELP ASAP
