Where and when to buy a car? Help!?

I am looking for an affordable used car. This would be my first car purchase and do not know where to buy for a low price and a good buy. I would like to find an honest dealer. A car with low miles is ideal to take me on my long travels from college and back for about 5,000 or less. What, where, when, should I buy? Thank you.
 
First, finding an "honest" dealer trying to sell a used car just does not exist. They are only out to make money.

I would recommend looking on autotrader.com. Before you buy, have the car checked out by YOUR mechanic.

Also, if the deal sounds too good to be true, it most likely is. Check kbb.com to get an idea on what a vehicle should cost. They have 'Excellent', 'Good' and 'Fair' conditions for the price ranges.
