When your photo is taken for your driver's license, why do they tell you to smile?

If you are stopped by the police and asked for your license, are you going to be smiling?

True story, one time when I was pulled over by the cops for speeding, they looked at my license and kept looking at me, and were talking with each other for like 2 minutes and saying "do you think that's him"?

And to answer your question, no I wasn't smiling.
