When you start writing a new paragraph should you skip spaces?

I know it depends on the situation, so please be very specific. (Please tell me weather I put this question in the wrong category.)
 
If you want to use the "indented" method of using paragraphs, then yes you would. For example:~

Once upon a time there were three little bears. There was baby bear, daddy bear and mummy bear .....

It is usual to skip five spaces if you want to use the indented method.
