When you get called back for an interview?

Is that a sure sign that they like your application and you'll get hired?

After the interview, they either hire you on the spot or say stuff like "We'll give you a call." The ladder means you're not hired right?
 
Not necessarily. Sometimes the interviewer needs to speak to his boss and go over the various applicants, including their qualifications, salary requirements etc. Stay positive for now and good luck.
