when you cycle your fish tank you need ammonia to change to nitrite then change to nitrate. so do you turn your filter and light on when you doing that process?
 
Yes you need to turn the filter on to let the bacteria colonize in it.

You don't have to turn the light on since there should be nothing in the tank but water, but you can if you want to.
 
I misread the question?

Starting a tank - yes run the heater and filter ( if there are live plants in the tank run the light but if not the light is not necessary )

Cleaning ( water changing ) - you switch everything off by the plug while you do a clean out. Then switch it back on after the light you switch on about 30 minutes after because the fish will be scared.
