Probably best to check on the legality of it, but I would say that it probably depends on how they are included. If it is just a passing reference to them that is one thing, but if they are actually playing the part of a character and having thoughts and opinions and speaking dialogue etc could be more tricky. If it is a fiction work then most writers would probably go for a fictitious celebrity, it saves a lot of possible problems.
