When will Apple most likely make an announcement about the 4th gen ipod touch?

I know it'll come out next month, but when will Apple make an announcement about it and its features?

Also, do you think it will be good enough to justify selling my 8gb 3rd gen ipod touch in perfect condition to buy the 4th gen ipod?
