When someone is being sued & the judge says they must pay $1000 but they don't have

The $1000 accrues interest at a set rate until paid. So if a person can't pay the $1000 immediately, then that leaves the Plaintiff to determine how they are going to collect. If the defendant has a job, then his/her wages could be garnished, or their bank account could be garnished, or the defendant's personal property can be seized by the sheriff and sold to pay the amount due.

If the person is out of work, broke, and doesn't have anything worth selling, then that person is essentially "judgment proof". In those circumstances, the plaintiff will generally file a copy of the judgment in the county records where it will act as a lien against any real property that the defendant might acquire.
