When should the government step in?

Gas hits a new record every day, in some places in the country it is approaching $4.25 a gallon. It is becoming harder and harder for people to fuel their vehicles. This is also impacting the price of anything that is shipped by land. That includes groceries and other necessities of life.

Public transportation is all well and good but what about the vast majority of the country that lives in an area that is not serviced by any sort of public transportation.

When is it time for the government to say "Hey this is too much, the people need a break!"? This countries economy is so closely tied to the price of gasoline that there has to be some plan for this sort of pricing disaster.
Clarification:
This was a question about a governments responsibility to help there citizens in a time of need.

I'm well aware of the price of gas in other countries and I'm sorry it's so high there as well.

Blame the tone of the question on the fact there is no coffee in my system yet.
