When Seabourn has 2 for 1 fares, does that mean 2 for 1 at the brochure price...

...or the normal price? For example, if the brochure price of a cruise is 11,000 dollars, and the normal price is 5700, would you pay 11,000 for two people or 5700 for two people? Thanks
