When is the right time to talk about puberty?

My nieces live with my family. (My brother, his wife, my parents and I. Same household.) The oldest is turning 8 this month and because it is said that 8 is when puberty starts in girls, we were wondering if my mother, me and my sister-in-law talk to her about puberty with her and what to expect, like her cycle, getting taller, having to wear bras, etc. You think it's the right time to tell it all, tell her like a part of it, like not the cycle, but the growing taller, wearing bras part or we should wait until she's older?
