When is the right time to have sex?

Me and my bf have been together for 3 1/2 yrs. I told him initially I was not ready for sex. But I just do not know when the right time would be. I mean we do sexual things but never sex. I think I am afraid of his experience and my inexperience. Plus when I got on birth control, the agreement I made with my mom is that I would tell her when I became sexually active. However I am scared of her reaction. The only person I am open with is my older sister, my bf and his mom. But if my mom found out that I told my bf's mom and not her she would flip. Help Please!
ok im 17 he is 19 and i am on birth control for other reason than not to get pregnant.
