When is the best time to discuss issues with a murderer?

The witness who couldn't even distinguish the difference of the the age of the child would be very unsatisfactory, and regarded as unreliable in a court. I doubt that such a young child would be considered by the law to have reached "the age of reason" and therefore could not be even be charged with an offence. Only the parents have any right to dicuss 'issues' with a minor. Any one else would risk breaking the law.
