when is the best time of year to apply for a job?

Just entry level, probably part time...
I'm thinking there aren't many options for the Holiday season, so would January/February or so be a good time to apply?

I'm 17 and have worked a couple of part time jobs since I turned 16, currently unemployed (quit before summer and haven't worked since). But with the current economy, are part time jobs even hard to come by? I definitely don't mind working minimum wage but I'm trying to save up money for college.
