When is it okay to add fish to my new tank?

I've had a red zebra Cichlid for a few years now and got a used 40 gallon tank last night from a person on craigslists. I cleaned it, using a fish safe cleaner of course, set up the filters and added the water last night at about 10. It was extremely cloudy at first but I can see through it now; though it is still slightly cloudy. So when is it safe to add the fish? I know for a fact that my fish is very strong, as he did fine being put in a new 10 gallon tank with a number of other fish.

As for the filters, both are Aqueon. The 30 gal. one is new but the 10 gal. one is from the old tank and has some good bacteria on it. The fish is still in the old tank.
 
Well, back when I had a couple fish tanks we would add the fish as soon as we got them.. nothing ever seemed to go wrong. I'm sure its fine, if your worried just keep a close eye on the new one and see if it looks like its adapting well :) Also, y ou'd probably get better answer from your local pet store that sells fish. good luck!
