When is an abandoned bike free game?

I live in an apartment complex that is currently going under remodeling so there are only two apartments that have anyone living in them. We have a bike rack in our parking garage that has about a half dozen bikes on it and two of them aren't locked. When is is ok to take one of the bikes to use or give to goodwill.
Part of the problem is that in a few months were going to have all new tenents for the complex and we want it to be like new for them and not have a bunch of abandoned bikes sitting around. We want to get rid of the ones that are locked too. It is a private parking garage.
 
If no-one claims it then it's ok. That's what I think anyway. You're a really lovely person to consider giving it to goodwill. :)

umm.call the police station because sometimes they leave bikes around and them watch them to see if someone will take them. i have seen it on tv.
 
leave a note warning them that you will steal their bikes and if they haven't responded after a day then they obviously don't care.
