When i turn on my car, the airconditioner has this weird smell?

frankly, it's a pretty normal occurence for the car's air conditioning to smell weird in the start up so i wouldn't worry about. stale air smells bad.
 
I turned on my car today and the airconditioner smelt like mildew and then it went away, that incident happen to my moms car. why does it do that? do i need to get a new filter? how much does it cost and where should i get it done where its cheaper? please help me whats wrong with my car?
