When i turn my iTouch 4G it shows a iTunes and a USB cord symbol what do i do to go to..

...my homepage? i just bought a iTouch(4G) and whenever i try to turn it on it shows the apple and then goes to a black screen displaying a iTunes symbol and a USB cord symbol. Also it shows a lock symbol at the top of my screen. Any solutions on what i should do?
