when i try to call a t-mobile number, i get this message?

well, when I first called it would go straight to voicemail, like the battery was dead or the phone was turned off. But, now when I call I'm getting this message "At the subscribers request, this phone does not accept incoming calls". any ideas? does t-mobile allow their customers to block incoming calls? or is it possible that this person hasn't paid their bill?
