When I plug my headset to my laptop, it says this weird scratch sound?

I wanna listen to music so when I plug my headset to my laptop, there is this constant noise "iiiiiiiii" and like scratching and stuff coming from the headset.

Nothing wrong with the headset cause it doesn't happen with my iPod.
