When has America had an open debate on race? Did I miss it?

I feel like there have been laws and inferences made and pc words but when in time did we come out with all of it and debate it?
If we do this now, will we be the first nation on earth to do so?
When in the 70's? Was there a meeting, a convention? What? Any reference?
