Function Of The Army Trooper? on top of him?

Does everyone who does this get someone on top of him, or is it just because he is a former President to make sure he doesn't get hurt?
 
it is mainly for untrained jumpers making their first few jumps. there is less instruction given to a person jumping tandem.

I think now everyone must make a tandem jump for the 1st jump, but not sure.

He probably also has it as a condition of his being able to jump for security and saftey reasons.

To solo jump requires a lot of classes and prep for. he just wants to get the experince and I am sure everyone on the ground is happy he is not at the controlls by himself.
