when does a person stop being a freedom fighter and become a terrorist?

i know this is a judgment call kinda of question. but i just want to hear others views on this. to me a person stops being a freedom fighter when they start targeting their own people. and start targeting civilians. like take this one for example the IRA say they are freedom fighters and a army but they kill just as many Irish people than they do British troops. and target civilians
 
Cindy Sheehan has the title of this world record. Zarquarzi was the freedom fighter.
 
When they shift from targeting valid targets of an oppressive government to bombing and murdering civilians, whether of their own people or others.
