when did graffiti become a felony in california?

im doing a research essay and i cant find the exact date or time it happend my professor is really picky about this so if any one can help i would really appreciate it oh and you can tell me anything you know or can about graffiti that would make me very happy thnx....=]
 
It's not the graffiti that makes it a felony it's the cost of repairs that makes it a felony.
Most cities and counties make up the laws.
example..San Fransisco.
