when and why did people start "sagging" or dropping their pants under the waist?

my teacher says it started in the 90's and another says they act like people in jail because they use their belts to hurt people so they take it away and they have to hold their pants
just to let you know i read all of them so far and i will continue to read more

Because, most kids have low rise, but I think you mean below the spot they should be at.

Maybe the 80s, I see it mostly in the 90s.
My dad said that only retarded kids wore their pants that way when he a kid, hahah :D

I think it makes kids look stupid and I don't think it's classy.

I believe it has been around since there has been the prison system, sagging is only replicating the prison system where they have no belts to hold their pants up. Some people do it as a form of "expression" they may feel as a prisoner of society ,or life for that matter.
 
who knows. but you'd think that they'd like to keep thier pants pulled up. It makes it eaiser when trying to run away from the cops.
 
people probably started wearing pants like this when pants were first invented. if you buy pants too big and don't have a belt (or suspenders), they're naturally going to sag. i think that's all there is to it.
 
My teacher told me that pants sagging started in jail too, but men did it only if they were gay. We even saw a documentary from Dr. Phil on it...
