the school administrative staffs are not physicians nor or they medically licensed to say a child is disabled. They can raise concerns based on the child's lack of ability to keep up with the academic standards but they do not have the right to call a child "disabled". Disabled person is someone who is neither mentally or physically or both enable to function at a normal capacity.
Some child may come from a seriously broken home and lack of TLC can affect how kids' academic performance , or maybe they're being bullied in school and no one is doing anything about it, or they could be doing drugs it could be number of things..but only a psychologist and a physician can make that call. need opinion?
