What's wrong with my rear wheel?

So I saw something wrong with my rear wheel on my road bike so whenever I putrid quick release and spin the tire the axel where he hub is move and causes the wheel to not spin freely and causes it to stop. It's not the quick release but the washers next to the hub and normally these aren't suppose to spin but it does somehow and I don't know how to fix hlp
