What's wrong with my camera flash?

I have a Nikon Coolpix and most of the time when I put the flash setting it doesn't work. All I get is a little red light flashing repeatedly. Anyone have an idea of what could be going wrong?
I thought that would be the issue but sometimes I charge it for many many hours and it still does the same thing.
 
It means you don't have enough battery to get a flash, but you can still take flash-less pictures...
