What's wrong with my bike?

I just bought a used bike for cheap. (Magna 15 Speed Ladies Mountain Bike)
The level for the rear brake is tight, and both brakes squeak upon stopping.
Does anyone know specifically what is wrong with it and how much it would cost for tools to fix it myself? I'm trying to figure out if it would be cheaper to get a friend to fix it, or to just take it in to the shop and pay $45 + cost of new parts for a basic tune up.

for the brakes you just need so WD-40 just spray it on there and that might work the on the chain to just try it it couldnt hurt it any
