What's wrong with my 1991 Toyota Corolla brake lights? One works, one is dim..help!?

I have a 1991 Toyota Corolla but something is wrong with the brake lights. Each side has 2 bulbs that go on when I press the brake. The problem is that on both sides, the left bulb works, but the right bulb is on but very dim. I've tried replacing the bulbs but the same thing happens. Strange that the exact same thing happens on both sides. The repair shop wants $130 to run a diagnostic.

Anyone know what I can do myself to fix this?
 
you need a wiring diagram and a test light and multimeter and figure out where the bad ground is
