What's the white stuff they put in gardening pots?

In seedling pots, there always seems to be white stuff on the top of the soil. They look like little rocks.

Is it fertilizer? Or is it organic enough that I don't need to worry?
 
perlite. it's a mineral that it fired at high temperature to literally "pop". it adds porosity to potting soils.
