What's the name for this tool to fix a bicycle...?

So me and my dad took apart my 12 speed bike the other day. took the wheels, lubed it up etc...
the problem is with the back wheel, where the wheels go. took it apart, but when we tried to tighten it, there's a problem. supposedly on one of the nuts, there's a tool to to tighten half of it while holding the other in place. it has to be done very tightly or the wheel starts moving left and right ever so slightly while riding. i noticed this while riding today. so i was wondering what the tool was called, or if there is an alternative... sorry if that was hard to understand... and i don't want to take it in to a bike shop and have them over charge me for a job me and my dad basically did most of the work with.
 
I think you are talking about a cone wrench. They are just a thin wrench used to hold the cone while you tighten the lock nut.
