I'd say Pisces Mercury definitely, because it's ruled Neptune, planet of fantasy/imagination.
Probably Libra and Cancer Mercury too. Since Libra is ruled by Venus (planet of beauty) and Cancer ruled by Moon (which also rules imagination).
Aquarius Mercury is also creative but not artistic.
And of course you can't forget about Taurus Mercury, they too are ruled by Venus!
